Project “Consolidating Democratization Process in the Security Sector in Serbia”

CALL FOR APPLICATIONS
FOR MASTER AND DOCTORAL SCHOLARSHIPS FOR THE ACADEMIC YEAR 2010_ 2011

BACKGROUND

The project, “Consolidating Democratization Process in the Security Sector in Serbia”, is implemented by the Democratisation Department of the OSCE Mission to Serbia with the financial support of the Swedish International Development Cooperation Agency (SIDA) in the period from 2010-2012. The purpose of the project is to further enhance the principles of good governance within the armed forces and consolidate the democratic character of civilian-military relations in Serbia. Aiming to ensure better communication of armed forces with the civilian sector, the Mission will continue supporting education of armed forces personnel at civilian faculties’ security studies programmes, as well as education of civilians in security issues. The Mission will provide scholarships to security sector staff, journalists and civil society activists for postgraduate security studies. For the academic year 2010-2011, the Mission will administer 10 scholarships for one-year master studies and 3 scholarships for two-year PhD studies.

GENERAL REQUIREMENTS

-  All applicants for the scholarship programme must be Serbian citizens.

-  All candidates applying for master studies scholarship must be under the age of 35 at the moment of application

-  All candidates applying for doctoral studies scholarship must be under the age of 40 at the moment of application


SCHOLARSHIPS FOR MASTER (MA) STUDIES

The OSCE Mission to Serbia will sponsor 10 (ten) selected students for the post-graduate master studies (MA) at the Belgrade University’s Faculty of Political Sciences and Faculty of Security. Only students applying for the following master courses will be considered for the scholarships:

  • Faculty of Political Sciences: MA in Political Science – International Studies, module: International Security
  • Faculty of Security, Master’s degree studies

Scholarships are aimed to support the academic development of individuals working in the Ministry of Defence, Ministry of Interior, Security Information Agency, civil society and media, who have the capacity to positively influence the democratic character of the security sector reforms in Serbia. Candidates who will receive the scholarships will be selected based on their previous academic and professional record, and their motivation to actively engage in the security sector reform processes in Serbia.

Application procedure:

  1. All candidates are required to apply at their respective faculties for one of the sponsored courses in parallel to applying for the scholarship through a regular procedure (please consult respective faculties for details). Only the candidates formally accepted by the Faculties for one of the two sponsored study programmes will be eligible for scholarships.
  2. Candidates should send their application by email to scholarships2010@osce.org, not later than 5 October 2010, with the email subject line “application for MA scholarship 2010”
  3. Applications must be submitted in English and include the following:
    1. Curriculum Vitae, highlighting the candidate’s professional achievement and leadership potential;
    2. Letter of Motivation highlighting the candidate’s career and academic plans and their relevance for security sector reform in Serbia
    3. Example of written work in English (published one or just for the occasion of the concurs);
    4. Candidates working in the Ministry of Defence should apply through the regular application procedure led by the Human Recourses Sector of the Ministry of Defence
  4. The OSCE Mission to Serbia will invite the most successful applicants to an oral interview in the second half of September. Applicants will be contacted only if invited for the interview.
  5. The OSCE Mission to Serbia will create a final list of sponsored applicants upon receiving confirmation from the respective faculties that they have been accepted to one of the sponsored study programmes

SCHOLARSHIPS FOR DOCTORAL (PhD) STUDIES

The OSCE Mission to Serbia will sponsor 3 (three) selected students for the two academic years of their doctoral studies at the Belgrade University’s Faculty of Political Sciences and Faculty of Security.

Scholarships are aimed to support academic development of individuals working in Ministry of Defence, Ministry of Interior, Security Information Agency, civil society and media, which have the capacity to positively influence the democratic character of the security sector reforms in Serbia. Candidates that will receive the scholarships will be selected based on their previous academic and professional record, and their motivation to actively engage in the security sector reform processes in Serbia.

  2. Candidates already enrolled to doctoral studies that have successfully completed the first year of doctoral studies are also eligible and may apply
  3. Candidates working in the Ministry of Defence should apply through the regular application procedure led by the Human Recourses Sector of the Ministry of Defence-all details are available on the website of Serbian Ministry of Defence and magazine “Odbrana”, published on 15 August 2010.
