<div>Part of a Circle U. course on the topic, this conference led by Adam Fagan from King&#8217;s College London is open to the entire Circle U. community. Master students in Political Science, International Relations, European Studies, Area Studies, Peace and Conflict Studies across Circle U. universities are particularly encouraged to join.</div>

<p style="text-align: justify;">Academic freedom in the United Kingdom, and more broadly across the Western liberal democratic world, is commonly understood as a distinctive right that enables scholars to pursue, publish, and teach knowledge without undue institutional or political interference. Unlike general freedom of speech, it is grounded in professional expertise and carried out within institutional responsibilities and norms.</p>
<p style="text-align: justify;">This conference examines how academic freedom is defined, how it differs from broader free speech, why it is currently perceived to be under pressure, and what measures are considered necessary to defend and strengthen it. It also compares developments in the United Kingdom and Europe with those in the United States.</p>
<p style="text-align: justify;">In the UK, academic freedom is increasingly seen as facing simultaneously pressure from two directions:</p>
<ul style="text-align: justify;">
<li>Government intervention, most notably the Higher Education (Freedom of Speech) Act 2023, has raised concerns that efforts to protect open inquiry may instead risk politicising university governance.</li>
<li>Campus activism and protest, particularly surrounding the Israel–Palestine conflict, have intensified debates over the limits of permissible expression in academic settings.</li>
</ul>
<p style="text-align: justify;">Protecting academic freedom requires robust institutional autonomy, clear policy frameworks, and a campus culture valuing genuinely open, evidence-based debate.</p>
<p style="text-align: justify;">This lecture is part of the new joint course titled “<a href="https://www.circle-u.eu/open-campus/joint-course-academic-freedoms-risk" data-entity-type="external">Academic Freedom at Risk”</a>, developed within Democracy Knowledge Hub, and it is open to entire Circle U. community.</p>

<p>The Open Conversation &#8216;From Global Convergence to Multipolar Conflict&#8217; explores how rising economic inequality is reshaping democracy and global politics in a world undergoing deep and rapid transformation. In this keynote lecture, Branko Milanović (CUNY, New York) will explain how rising inequalities between rich and poor are putting increasing pressure on democratic systems, fueling political polarisation and contributing to the erosion of democratic norms in many societies. Drawing on decades of research into global income distribution, Milanović will show how inequality intersects with broader forces such as geopolitical competition, social fragmentation and competing models of governance, raising urgent questions about the stability and resilience of democratic institutions.</p>
<p>Against a backdrop of shifting power dynamics, marked by geopolitical rivalry, democratic backsliding and uncertainty about the future of the liberal international order, the lecture addresses a central challenge of our time: how can democratic societies confront rising inequality without undermining political freedoms or sliding toward authoritarianism?</p>

										<content:encoded><![CDATA[<p style="text-align: justify;">The Faculty of Political Science is pleased to host Dr Keith Gehring, Professor at the University of Denver (<a href="https://korbel.du.edu/">Josef Korbel School of Global and Public Affairs</a>) and Fulbright scholar, during the summer semester. Professor Gehring will organise the course Modelling Global Futures which introduces students to the histories and future possibilities of nearly every country through the analysis of historical data and the development of long-term forecasts using a range of relevant variables. The course utilises the CIA World Factbook, the World Bank World Development Indicators and the International Futures (IFs) system.</p>
<p style="text-align: justify;">WHO: The course is intended for final-year undergraduate students, master&#8217;s students and first and second-year doctoral students in social sciences at the University of Belgrade.</p>
<p style="text-align: justify;">Participants who complete all the obligations stipulated in <a href="https://www.fpn.bg.ac.rs/wp-content/uploads/Syllabus.pdf">the syllabus</a> will receive a certificate from the FPS on completion of the course.</p>
<p style="text-align: justify;">ADMISSION: It is free of charge, but places are limited. To apply, candidates must submit an updated CV in English and an email expressing interest in participating.</p>
<p style="text-align: justify;">WHEN: The course begins on 28 March at 11 am in room 2 at the Faculty of Political Science (Jove Ilića 165). It is held every other week for three hours. Candidates should <a href="https://www.fpn.bg.ac.rs/wp-content/uploads/Syllabus.pdf"><strong>read the syllabus</strong></a> before applying and check the technical prerequisites for participation.</p>
<p style="text-align: justify;">WORKING LANGUAGE: The language of the course is English (minimum B2 level).</p>
